Expanding 'Motor Voter' Registrations

The 1993 federal Motor Voter law only requires states to offer voter registration through DMV offices. California's proposed new measure would automatically register the holders of all new or renewed driver's licenses, but includes an 'opt out' option.

  Voter turnout hit record lows in California last year. So new legislation in Sacramento aims to increase registration, as a first step toward greater electoral participation.
