• Two bills in the California legislature seek to tackle a backlog of rape kits in the state.  One will count and track untested kits, the other makes the testing and submitting of kits mandatory.

• With more Californians receiving ballots in the mail this election cycle, voters might wonder what happens if they send one in without the required postage.

• Authorities say they've arrested the man suspected of killing a dozen people and raping more than 50 women in California in the 70s and 80s.
