• Premiums in California’s individual marketplace will increase for the fifth consecutive year, due in part to federal changes and a predicted departure of healthy consumers.

• Two bills in the California legislature seek to tackle a backlog of rape kits in the state.  One will count and track untested kits, the other makes the testing and submitting of kits mandatory.

• With more Californians receiving ballots in the mail this election cycle, voters might wonder what happens if they send one in without the required postage.
